Padkohn

Padkohn, known to some as Karlikavajask of the West (much to its own citizens' annoyance) is a kingdom of The Underkingdoms, peopled by goblins and extending under portions of Zeemarch and the North in Bastonia. The goblins here have established several surface settlements in addition to their underground cities, most notably both the Seelie Tower and the ruins of the Unseelie Tower. Goblin raids and parties are so bold in this area that they're impossible to fully control, but the sparse nature of the human settlements in the same region makes for relatively poor raiding (and, ironically, makes it harder to defend against such raids).
