Atarlie Civil Examination

The Civil Examination is a traditional academic enterprise in the Atarlie Empire, undertaken by High Elves (and, in recent history, other races of citizens) upon reaching adulthood, to determine fitness for civil service. The examination is lead by a three-person panel of Magisters, who judge the prospective entrants on their historical and political education, arcane mastery, social graces, and "roundedness". The results of the examination are critical in determining the fitness of the entrant for positions within the Empire's sprawling civil service, but outright failure means that the entrant is inelligible for any governmental or civil position and must find work in the private sector or serve in the legion.
