The Hands of Navarre are a loosely organized cult in the worship of the High Elven God Navarre Yesbella, who practice the arts of burglary, forgery, and confidence-gaming to facilitate a divine mission of redistributing wealth from those with more than they need to those with greater need. The criminality of the mission means those who practice this peculiar worship of the elvish god of liberation means they practice in secret, though priests in the service of this cult occasionally find themselves ministering in whispers in the jails of the Atarlie Empire.
