Emperor of the Elves

The Emperor of the Elves is a political office observed in the Atarlie Empire. The office is nominally semi-hereditary, with the Emperor free to nominate a heir-apparant by consecrating the individual as their co-emperor during their life. However, the situation is somewhat more volatile; powerful Senates have in the past imposed their own "suggestions" as to the next emperor, and the Imperial Senate is charged with nominating the new emperor should an Emperor die (for any reason) without a publically-named and duely-concecrated co-emperor.
The authority of the Emperor is vast, with unilateral control over the Imperial Legion and nominal control over the churches of the High Elven Pantheon. However, the Senate exist as a check upon their power, holding the power to ratify the treaties the emperor negotiates and to administer the empire's system of taxation, which pays for the Legion (among other things). As a result the Empire is often paralyzed unless the Emperor and the Senate are in some form of agreement or understanding.
