A formal prestige class for arcwhaler has not yet been created. The skill focus should certainly be on features to make the Arcwhaler, and possibly their companions, much more effective in combat with creatures that dramatically outsize them, as arcwhales are exceptionally large. Their magical abilities should favour this, and also provide mitigations for their environment - a stormy sea is not an ideal place for a human. While human is not a requirement, membership in the order is, and so it is fine to tie their behaviour to a code of conduct not unlike a cleric or paladin must put up with.
A formal prestige class for Ravenmaster has not yet been created. The skill focus should certainly be on features to make the Ravenmaster proficient in the use of ranged weapons (likely specifically short bows and/or javelines) and in the riding, even in dire conditions, of a [[Dire Rook]]. Other features could include some minor magic drawn from the ranger or druid spell list or a class feature that extends the spellcasting potential in an existing "natural" spellcasting class as if the Ravenmaster levels counted for levels in that class.
 
Additionally, they are a lancer class, which needs to be capable at sea and should be nimble and "bounding" in super-human ways to facilitate them bringing the fight directly to the target.

The 'Cacolie Ravenmasters are honoured members of the paramilitary, hunter class of the Carcolie. They are both the breeders and expert riders of Dire Rooks, serving a role analagous to light cavalry in times of war, and are often the main thrust of Carcolie raids into Estmarch or upon the Clans of Magnus in Northreach. Chiefly, they’re drawn among the fighter and ranger classes. While not every settlement of Carcolie is going to have a Ravenmaster, certainly no Carcolie Chieftan is going to be without a few on his or her retinue. Ravenmasters are not the exclusive users of Dire Rooks, but they are warriors par-excellence, favoring shortbows or javelins and maintaining the attack with the advantage of their altitude and the speed of their mounts.

Understanding Ravenmasters in Pathfinder 2e

Pathfinder 2e has disposed of the concepts of prestige classes and dramatically changed the multiclassing mechanics to allow for a simplified workflow. As a result, Ravenmasters should instead be represented as either Champions (usually Liberators) who take the Steed Ally feature at 3rd level and who specialize in the use of ranged weapons, likely through inclusion of Ranger Archetype feats. Alternatively they might be rangers who take the Animal Companion feat at first level (and other feats to improve their bond with their Dire Rook).
