Imarraka is the capital city of the Province of the Lowland Meadows in the Atarlie Empire, a large city, famed for its temple complex. Like the rest of its province it is considered somewhat remote and idyllic, with most visitors to the city arriving from either Bayside or Fjordbridge as the overland routes to the rest of the empire are wild, and invlove either crossing the Three Sisters Mountains to reach Herroka or a winding northern road to Moonvale.
The city is not fortified, relying on its remoteness, the peaceful nature of the province, and the competency of their guard instead. The elves maintain good relationships with local spirits and a garisson of the Imperial Legion in the city to defend it.
Geography
Imarraka's pleasant inland situation protects it from external attack by most organized forces, and its only real menaces are the occasional outbreak of disease or failure of crops. It is, however, reliant on its roads to Fjordbridge and Bayside - particularly the latter, as it is the main route by which foodstuffs from the Southern Province reach the city, as Bayside also has a road to Corran.
At the city's heart is a large temple complex, consisting of a primary temple to Immarra Hyacinth and a large district of art galleries, studios, and public gardens immediately around it, and a large pleasure quarter of restaurants, baths, and brothels around that. The city is also known for its temple to the rebellious god Hycis Uriris, where petitioners (including many veterans of the southern campaign) petition for her mercy and theurges from Herroka attempt to pry the mysteries of the Great Collapse from her clerics or even in direct communion with her. It is rumored that there is a hidden complex beneath this temple where true followers of Uriris conspire.
Economy
Imarrakans live in great comfort by the standards of the Atarlie Empire, enjoying an idyllic life similar to those in the Hearthlands. However, the city is not an economic powerhouse. While its arts and artists, perfumes, and other luxury goods are highly desirable at export (and its primary external-facing industry), trade in these goods simply does not compare to the larger continental trades in materials that enriches metropolisis like Tripolis.
The city does a roaring trade in travellers. Many is the trader captain who hits the docks in Bayside or Fjordbridge and loses crew to the allure of Imarraka.
Politics
The position of prefect of the Province of the Lowland Meadows is highly desirable, as it comes with an estate in Imarraka and a considerable stipend to keep it up. The city's ability to tax the ports at Bayside and Fjordbridge also tends to enrich more corruptible members of the local government.
