Tsar of Rokea

The Tsar of Rokea is the self-appointed governmental title of the head of the Rokean Thieves Guild, who rule over the city of Rokea with a relatively light touch, skimming just enough to keep themselves comfortable without overly angering those they govern. The title is taken less than seriously across the whole of Wisteria, in part because it is seen to overstate the prestige of the position, in part because of its open association with the criminal element of the city, and in part because rule over the Rokean Vale is more akin to the position of a count in Bastonia than a true monarch.
