The title of Master of Xarthekei is a secular title conferred upon the senior member of the city's council of masters. Together with the council he presides over, the Master of Xarthekei sets policy for both the city itself and the greater Xarthekei Frontier, usually filtering their decisions through the lens of their religious position, as all members of the council are high-ranking clerics of the Awakened One in the subordinate church known as the School of Elders.
